[ruby/openssl] read: don't clear buffer when nothing can be read
To be consistent with regular Ruby IOs:
```ruby
r, _ = IO.pipe
buf = "garbage".b
r.read_nonblock(10, buf, exception: false) # => :wait_readable
p buf # => "garbage"
```
