use MSXML.DOMDocument instead of InternetExplorer.Application.

* spec/ruby/library/win32ole/win32ole_event/new_spec.rb: use
  MSXML.DOMDocument. InternetExplorer.Application is not available on
  some environments. Thanks to MSP-Greg (Greg L).
