thread.c: use flags for sleep_* functions

Same thing as https://bugs.ruby-lang.org/issues/14798
My easily-confused mind gets function call ordering confused
easily:

	sleep_forever(..., TRUE, FALSE);
	sleep_forever(..., FALSE, TRUE);
