use Scripting.Dictionary instead of InternetExplorer.Application

* spec/ruby/library/win32ole/win32ole/ole_obj_help_spec.rb: use
  Scripting.Dictionary. InternetExplorer.Application is not available on
  some environments. Thanks to MSP-Greg (Greg L).
