Santhosh Kumar 173038ae19 Fix tooltip palette issue in gtk3 theme ...

The tooltip text doesn't show with right palette when application runs
in dark mode using gtk3 theme.

This patchset removes explicitly setting ToolTipText palette in
gtk3theme.
