Core: Move SipHash implementation into separate file
Isolate the code inspired by the SipHash reference C implementation in a separate file. This makes it clearer what code is available under the CC0 license, and which not. [ChangeLog][Third-Party Code] Adapted copyright information for the SipHash Algorithm (used in Qt Core).
