Android:CMake: add \cmakepropertysince to packaging type properties

QT_ANDROID_SYSTEM_LIBS_PREFIX and QT_ANDROID_NO_DEPLOY_QT_LIBS were
added in Qt 6.4, but they were missing \cmakepropertysince 6.4.
