CMake: Temporarily disable test_static_resources on windows hosts

The output path of the object file exceeds the limit that the MSVC
compiler can handle

which results in

fatal error C1083: Cannot open compiler generated file: '': Invalid
argument

Skip the test on Windows hosts to unblock the CI.
