doc: Document that MAINTAIN privilege allows statistics manipulation functions.

However, the documentation previously did not mention these functions in the list of allowed operations. This commit updates the MAINTAIN privilege documentation to explicitly include statistics manipulation functions, clarifying what the privilege covers.
