doc: improve buf.write() text in buffer.md

* Use present tense consistently in parameters description.
* Wrap at 80 characters.
* "partial amount of `string`" -> "part of `string`"
* Unnecessary `Buffer.allocUnsafe()` changed to `Buffer.alloc()`.
