CI: enable weekly QuicTLS build
QuicTLS started own fork not dependant on OpenSSL, lets add that to weekly builds ML: https://www.mail-archive.com/haproxy@formilux.org/msg45574.html GH: https://github.com/quictls/quictls/issues/244
