Deb: Fix Salsa-CI autopkgtest failure

Browse Source 
The autopkgtest was failing due to missing *.changes file. This is part
of source build, so revert autobake-deb.sh back to NOT using -b for
Gitlab-CI/Salsa-CI runs.
